Hurricane charity scams start before storms hit, built on broker data covering 100 million households

The data sourcing for hurricane charity fraud does not wait for rain.

NOAA identifies September 10 as the climatological peak of the Atlantic hurricane season, which runs through November 30, and that window falls directly inside National Preparedness Month.

The FBI's Internet Crime Complaint Center recorded 662 charity complaints and $7,907,609 in reported losses in 2025. The upstream case is documented in federal court.

Prosecutors said Epsilon Data Management executives Robert Reger and David Lytle spent roughly a decade knowingly selling targeted consumer lists to fraudsters, drawing on a transactional database covering 100 million U.S.
