President Donald Trump has pledged to issue a $5,000 payment to every adult U.S. citizen if Republicans retain control of both the Senate and the House of Representatives in the November 3 midterm elections.
The administration currently holds a slim majority in both chambers, with 53 of 100 Senate seats and 218 of 435 House seats, a position that would simplify the passage of major fiscal legislation if maintained.
The proposal, which the president has termed the "Trump Dividend," faces significant structural constraints regarding its funding.
While Trump has suggested that tariff revenue could cover the cost, the federal government collected only $264 billion in net tariff revenue in calendar year 2025.
