Docking's comments followed a Wall Street Journal report detailing Syracuse University's enrollment and financial challenges. The Central New York institution faces a 1.5% budget shortfall and carries nearly $500 million in debt related to new residence halls. According to the Journal, Syracuse failed to meet overall enrollment targets and issued emergency financial-aid packages to attract incoming freshmen. Juan Tavares, a former Syracuse University Center for International Services Director, told the Journal that the university mistakenly views itself as an Ivy League institution.
The source of the strain includes a sharp decline in international students. The Wall Street Journal reported that federal crackdowns on student visas in 2025 caused Syracuse's international undergraduate and graduate enrollment to plummet by half. This drop coincided with a significant rise in domestic tuition, which increased from $40,458 in the 2013-14 school year to $69,180 for the current academic year. When room, board, fees, and other expenses are included, the university's total cost of attendance reaches $98,544. Syracuse University Chancellor and President J. Michael Haynie acknowledged the shortfall and stated that higher education leaders must re-evaluate their value proposition to students and families.
Docking, who has led Adrian College for more than 20 years, attributed the cost inflation to operational inefficiency and a lack of inter-institutional cooperation. He co-founded Rize Education, a course-sharing platform that allows smaller colleges to offer online classes without incurring high overhead. Through this partnership, Adrian College added 27 majors, 13 minors, and eight certificates in fields including business, technology, engineering, and healthcare. Docking argued that sharing faculty across institutions helps schools avoid the costs of hiring new full-time staff.
His advocacy for cost reduction has previously drawn national attention. Docking testified before Congress on innovation in higher education and co-authored the book "Crisis in Higher Education: A Plan to Save Small Liberal Arts Colleges in America." Under his leadership, Adrian College has been recognized by U.S. News & World Report as one of the most innovative regional universities in the Midwest for three straight years. Docking called for a "re-engineering of higher education" to address declining high school graduation rates and questions about the return on investment of a college degree. He noted that total U.S. student loan balances reached $1.65 trillion according to Federal Reserve Bank of New York data.
